24. (1) The executive director shall perform the duties prescribed by this Act and the by-laws and also those assigned to him by the General Council and the executive committee. He shall act under the authority of the executive committee and be responsible for the administration and operation of the Bar. He shall, in particular,(a) see that the resolutions of the General Council and of the executive committee are carried out;
(b) prepare the organization and staffing plan of the head office of the Bar and submit it to the executive committee for approval;
(c) prepare the annual budget, submit it to the executive committee for approval and see to its application;
(d) select and hire the personnel of the staff of the head office of the Bar;
(e) make recommendations to the executive committee on the hiring and appointment of the executive officers of the staff of the head office of the Bar.
