In any proceedings, civil or penal, or upon an appeal, any original, copy or extract of or from any book, document or voucher kept at the Inspector General’s office pursuant to this Act and certified true by him is proof prima facie of its contents and of the capacity of the signatory, unless it is established that it is false.
