74. No person may knowingly obtain or receive from the Board, directly or indirectly, the benefit of services which he is not entitled to obtain or receive under this Act, the regulations or a plan or program administered by the Board, or knowingly so obtain or receive the benefit of services in an excessive or unjustified manner.

No person may knowingly aid or abet another person in obtaining or receiving from the Board, directly or indirectly, the benefit of services that such other person is not entitled to obtain or receive under this Act, the regulations or a plan or program administered by the Board, or knowingly aid or abet another person in so obtaining or receiving the benefit of services in an excessive or unjustified manner.

Every person who contravenes a provision of this section is guilty of an offence and is liable to a fine of $1,000 to $10,000 and, in the case of a second or subsequent conviction, to a fine of $2,000 to $20,000.

Every person who contravenes this section is guilty of an offence and liable, on summary proceedings, in addition to costs, to a fine of not more than $500 and, for each subsequent offence within two years, to a fine of not less than $100 nor more than $1 000.

No person shall knowingly obtain or receive from the Board, directly or indirectly, the benefit of insured services which he is not entitled to obtain or receive under this act or the regulations, or knowingly so obtain or receive the benefit of insured services in an excessive or unjustified manner.

No person shall knowingly aid or abet another person in obtaining or receiving from the Board, directly or indirectly, the benefit of insured services that such other person is not entitled to obtain or receive under this act and the regulations, or knowingly aid or abet another person in so obtaining or receiving the benefit of insured services in an excessive or unjustified manner.

Every person who contravenes this section is guilty of an offence and liable upon summary proceeding to a fine of not more than $500, and to a fine of not less than $100 nor more than $1,000 for each subsequent offence within two years.
