71.The Minister of Employment and Social Solidarity shall issue a claim booklet in the form he prescribes to every person at least 60 years of age and less than 65 years of age, attesting that he is entitled to the services mentioned in subparagraph c of the first paragraph and in the third paragraph of section 3, and to the services determined by a regulation made under subparagraph b.2 of the first paragraph of section 69, during the period provided in the booklet,
(a) if such person receives an allowance under Part III of the Old Age Security Act (R.S.C. 1985, c. O-9); and
