30. Forest development activities are prohibited in a biological refuge.
The Minister may nevertheless authorize a forest development activity, on the conditions the Minister determines, if the Minister considers it expedient and if the activity is not likely to have an adverse effect on the maintenance of biological diversity. If the refuge is entered in the register of protected areas established in accordance with the Natural Heritage Conservation Act (chapter C-61.01), however, the Minister must first consult the minister responsible for keeping that register to obtain an opinion on the impact of the proposed activity.
