32. The Gouvernement may make regulations in order to:

(a)  create an agency responsible for the implementation of the income security programme provided for in the Agreement tabled in the Assemblée nationale on 9 June 1976, as Sessional Documents, Nos 101 and 102;

(b)  determine its composition, functions, duties and powers, its methods of business management, its rules of internal management, its financing and the procedure of appeal from its decisions on applications from recipients;

(c)  provide the mode of appointment, qualifications, functions, duties and powers, term of office, remuneration and mode of dismissal of its members.

Every regulation made in virtue of this section shall come into force on the day of its publication in the Gazette officielle du Québec or on any later date fixed therein.
