12. Any vacancy occurring during the term of a member is filled for the remaining portion of the term by a substitute appointed to replace the member or, failing that, by following the rules prescribed for the designation of the member to be replaced.
In particular, if a member misses 3 consecutive sittings of the committee, his or her position on the committee is considered vacant.
