1. Unless the purpose of an Order in Council is the adoption or approval of a regulation, the Government may substitute for the publication in the Gazette officielle du Québec of the complete text of an Order in Council, the publication of a notice of adoption of the Order in Council indicating its title, the date on which it is made, its number and the number of pages in the following cases:(1) where its publication is likely to reveal information that, under the Act respecting Access to documents held by public bodies and the Protection of personal information (chapter A-2.1), shall not be released or may be withheld, because of its nature, or because its disclosure might cause a prejudice mentioned in the Act;
(2) where the Act under which it is issued prescribes the publication of a notice, or the issue of a proclamation or of letters patent;
(3) where the number of pages exceeds 10;
(4) where the reproduction of the schedules attached to it creates technical printing difficulties.
