Orders in Council (Exemption from Complete Publication) Regulation
Executive Power Act
(chapter E-18, s. 11.2).
1. Unless the purpose of an Order in Council is the adoption or approval of a regulation, the Government may substitute for the publication in the Gazette officielle du Québec of the complete text of an Order in Council, the publication of a notice of adoption of the Order in Council indicating its title, the date on which it is made, its number and the number of pages in the following cases:
(1)  where its publication is likely to reveal information that, under the Act respecting Access to documents held by public bodies and the Protection of personal information (chapter A-2.1), shall not be released or may be withheld, because of its nature, or because its disclosure might cause a prejudice mentioned in the Act;
(2)  where the Act under which it is issued prescribes the publication of a notice, or the issue of a proclamation or of letters patent;
(3)  where the number of pages exceeds 10;
(4)  where the reproduction of the schedules attached to it creates technical printing difficulties.

2. The title of the Order in Council indicated in the notice published in the Gazette officielle du Québec must be sufficiently descriptive to allow the exercise of the right of access.
