Every person who contravenes section 13 or 14, the second paragraph of section 16 or section 17, or a provision of a regulation the contravention of which constitutes an offence under paragraph 11 of section 42, is guilty of an offence and is liable to a fine of $250 to $750 and, in the case of a second or subsequent offence, to a fine of $750 to $2,500.
Where a person is found guilty of an offence under section 13 and the offence entails a risk to public health or safety, the environment or wildlife, the amount of the fine is $2,000 to $6,000 and, in the case of a second or subsequent offence, $6,000 to $18,000.
