Where this Act or any other general law or special Act provides that a by-law must receive an approval other than that of the electors, the secretary-treasurer, after the by-law has been approved by the electors, if their approval is required, shall forward, to the authority whose approval is required, a certified true copy of all the documents tending to inform it of the fulfilment of the provisions of the law and of the advisability of passing the by-law. If the required approval is that of the Government, the documents are forwarded to the Minister of Municipal Affairs, Regions and Land Occupancy.
