53. The members of the Tribunal shall be subject to the supervision, orders and control of the chairman of the Tribunal as regards the distribution of cases, holding of sittings and generally any administrative matter relating to them.
If the chairman is unable to act he shall be replaced by the member of the Tribunal whom he designates or, if the chairman is unable to make such designation, by the member appointed by the Government.
When a judge of the Transport Tribunal is absent or unable, for any other cause, to discharge his duties, the chairman of the Transport Tribunal may, with the assent of the Attorney General, designate a substitute for that judge. The substitute exercises the jurisdiction of the judge he replaces while the latter is absent. He shall receive the salary fixed by the Attorney General.
