23. A decision of the Commission becomes executory thirty days after it has been published, in complete form or in summary form, in the Bulletin de la Commission.
However, the Commission may, within the scope of the regulations, prescribe that any decision relating to a permit described in section 38, the transport of school children, the transfer of a permit, a permit of a foreign carrier, a matter mentioned in section 44, a change of tariff, schedule or route or the first fixing of a tariff following the making of a regulation shall become executory immediately upon being rendered or on any later date fixed by the Commission and continue to be so until otherwise decided in appeal.
