74. Any municipality may, for the preparation or the carrying out of a program of neighbourhood improvement, contract loans for a term not exceeding 25 years, by a by-law requiring only the approval of the Minister of Municipal Affairs, Regions and Land Occupancy, who may authorize the municipality to give such guarantees as he may determine.

Any municipality may, for the preparation or the carrying out of a program of neighbourhood improvement, contract, by by-law, loans for a term not exceeding twenty-five years, with the approval of the Commission municipale du Québec, which may authorize the municipality to give such guarantee as it determines. These loans require no other approval than that of the Minister of Municipal Affairs.

Any municipality may, for the preparation or the carrying out of a program of neighbourhood improvement, contract, by by-law, loans for a term not exceeding twenty-five years, with the approval of the Commission municipale du Québec, which may authorize the municipality to give any security it determines; such loans do not require any approval other than that of the Minister.
