32. The Bureau must notify the applicant or licence holder in writing as prescribed by section 5 of the Act respecting administrative justice (chapter J-3) and allow the applicant or licence holder at least 10 days to submit observations before(1) refusing to issue or renew a licence;
(2) suspending or cancelling a licence.
The Bureau may make a decision without being bound by that prior obligation if urgent action is required or so as to prevent irreparable harm. In such a case, the person affected by the decision may, within the time specified in the decision, submit observations to the Bureau for a review of the decision.
