9. The Commission shall be composed of eleven members including a president, who shall be a judge of the Court of Québec, and two vice-presidents appointed by the Government, which shall fix their salaries, which shall not be reduced thereafter. At least one member shall be chosen from among persons who do not have the functions of peace officer and are members neither of the Magistracy nor of the Bar.
The members of the Commission shall be appointed for a term not to exceed ten years; once fixed, the term shall not be subsequently reduced. Notwithstanding the expiry of their term, the members shall remain in office until reappointed or replaced.
Nevertheless, the president shall cease to be a member of the Commission if he ceases to be a judge.
In the case of inability to act of the president, he shall be replaced by the vice-president designated by the Minister of Public Security; when another member is unable to act by reason of absence or illness, he may be replaced by a person appointed to perform his duties, while his inability lasts, by the Government, which shall fix his fees.
The members of the Commission shall attend exclusively to the business of the Commission and to the duties of their office.
