64.2. The Minister of Public Security, a group of citizens of the municipality concerned or a certified association of policemen may, by a motion, ask the Commission to make an inquiry in order to verify if a municipality is maintaining adequate police service. For the purposes of such an inquiry, the Commission may then hold public hearings and hear the parties concerned; it shall make a report to the Minister of Public Security.
If, according to the Commission, a municipality does not maintain adequate police service, it may grant the municipality a period of time to correct the situation.
