3. To become a Police Force cadet, a member of the Police Force or a municipal cadet or policeman, a person must(a) be a Canadian citizen;
(b) be of good moral character;
(c) not have been found guilty or pleaded guilty of an offence under the Criminal Code (Revised Statutes of Canada, 1985, chapter C-46) upon prosecution by way of indictment, or have pleaded guilty upon an information for an offence under the Criminal Code which, according to the information, should be prosecuted by way of indictment;
(d) have successfully undergone a medical examination, in accordance with the standards prescribed by the by-laws of the Commission, before a physician selected by the Police Force or, in the case of a municipal cadet or policeman, by the municipality concerned;
(e) fulfil the other conditions prescribed by the by-laws of the Commission contemplated in paragraph a of section 18.
A person must also comply with the provisions of the preceding paragraph to become a special constable, but he shall not be required to comply with subparagraphs d and e if appointed a special constable for less than thirty days.
