25. In cases of urgency when warrant cannot be obtained in due time, any person authorized to make an inquiry by the Commission may, when he has reasonable cause to believe that objects, books, writings and other documents are likely to disappear and that they may be useful for the purposes of an inquiry contemplated in the second paragraph of section 20, exercise without a warrant the powers provided in sections 23 and 24, and also compel any person to hand over to him the objects, books, writings and other documents useful for the same purposes.
