18. The Commission, by by-law, may

(a)  determine the educational level and police training courses required and the other qualifications required for admission as a Police Force cadet, member of the Police Force, municipal cadet or policeman, special constable, chief of a municipal police force and to perform any duty or obtain a rank in a municipal police force;

(b)  (subparagraph repealed);

(c)  determine the characteristics of the uniforms, identity papers and badges which may be worn or carried by Police Force cadets and members, municipal cadets and policemen, and special constables, determine their equipment and how it may be used, and determine what equipment may be installed in the motor vehicles they use;

(d)  determine the statistics and documents that must be kept by the Police Force, municipal police forces, their members and special constables, and the forms they must use;

(e)  indicate the manner whereby a member of the Police Force, a municipal policeman or a special constable shall dispose of sums of money remitted to him in payment of costs or fees or as deposits, or which have otherwise come into his possession in the performance of his duties;

(f)  establish a code of ethics for special constables;

(g)  establish the procedure for the conduct of matters within its competence;

(h)  determine the duties which may be performed and the ranks which may be assigned in any municipal police force, considering the staff of that force;

(i)  establish a scale indicating the salaries which may be paid to the chief of a municipal police force and to the members of such a force who are not employees within the meaning of the Labour Code;

(j)  determine the decorations and citations which may be awarded, and in what cases, provide for the procedure for awarding such decorations and citations and the persons who qualify therefor;

(k)  establish rules for its internal management.

The Commission may also, by by-law and after consulting the representative municipal bodies, extend the application of a by-law contemplated in section 57.1 to all or part of the municipal policemen of Québec. This by-law may provide that the elements contemplated in paragraphs b and c of section 57.1 may vary according to the magnitude of the municipal police forces and the number of policemen they have. This by-law may also determine the occupations, activities or employments that policemen are prohibited from pursuing because of their status as peace officers.

18. The Commission, by by-law, may

(b)  prescribe the training and improvement programs which may be given at the Institut de police du Québec and at the Québec police schools contemplated in Division VI;

(c)  determine the characteristics of the uniforms and badges which may be worn by Police Force cadets, members of the Police Force, municipal cadets or policemen and special constables, and of their equipment;

(d)  determine the statistics, records, books and accounts to be kept by the Police Force, the municipal police forces, the members thereof and special constables, and the forms which they must use;

(e)  indicate the manner whereby a member of the Police Force, a municipal policeman or a special constable shall dispose of sums of money remitted to him in payment of costs or fees or as deposits, or which have otherwise come into his possession in the performance of his duties;

(f)  establish rules of ethics respecting the conduct of Police Force cadets and members of the Police Force, municipal cadets and policemen and special constables, in their dealings with each other and with the public;

(g)  establish rules of procedure and practice for the control of matters within its competence and for its internal management;

(h)  determine the duties which may be performed and the ranks which may be assigned in any municipal police force, considering the staff of that force;

(i)  establish a scale indicating the salaries which may be paid to the director or chief of a municipal police force and to the members of such a force who are not employees within the meaning of the Labour Code;

(j)  determine the decorations and citations which may be awarded, and in what cases, provide for the procedure for awarding such decorations and citations and the persons who qualify therefor.
