5. The Attorney General issues letters patent, commissions and other documents under the Great Seal and countersigns the same, except such as should be countersigned by the Clerk of the Crown in Chancery or the chief electoral officer.
He transmits letters patent respecting patented lands in the public domain to the Minister on whose recommendation they were issued and such Minister shall transmit them to the person entitled thereto.
