99. Any company not coming within the purview of the Taxation Act (chapter I-3), and any firm or person other than pawn-brokers, keeping a loan office, without having a license for that purpose—except persons engaged in a profession or business other than that of money-lending and who only incidentally so lend money,— shall be liable to a fine of not less than two hundred dollars nor more than five hundred dollars, for each offence, and, failing payment of such fine and costs, to imprisonment for three months.
