84. Every person who keeps for gain a billiard table or a bowling alley without a license shall be guilty of an offence, and liable to a fine equal to double the amount of the duties exigible under this division, and to the costs, and, on failure to pay such fine and costs, to imprisonment for one month in the house of detention.
