17. The Bureau, upon a written report by the committee of examiners to the effect that the candidate possesses the required knowledge and qualifications, may admit as a member of the Order any Canadian citizen domiciled in Québec, or domiciled in an adjacent province and practising his profession continuously and exclusively in Québec, provided that such candidate:(a) holds a diploma in engineering or the degree of bachelor of applied sciences, or an equivalent diploma from a school or university recognized by the Government, or is a member of an engineering society recognized by the Bureau;
(b) pays the requisite fee for admission to practice.
The Bureau, upon the same conditions, may admit as a member of the Order any person who is not a Canadian citizen but fulfils the conditions prescribed by section 44 of the Professional Code.
