If, in any prosecution under this act, evidence be required respecting a permit, a certificate signed by a member of by the secretary of the Régie or, as the case may be, by the Minister of Industry, Trade and Technology, shall be evidence of the existence of such permit and of the identity of the person to whom it was issued. Such certificate shall be sufficient evidence of its contents and of the power of the Régie or the Minister of Industry, Trade and Technology to issue it.
