178. Subject to sections 7 and 8, the Council of Commissioners shall fix, by by-law, the rules which shall govern the meetings of the executive committee.

178. Subject to sections 7 and 8, the Council of Commissioners shall fix, by by-laws, the rules which shall govern the meetings of the executive committee. Such by-laws shall be subject to the approval of the Minister and shall come into force only from the day of his approval.
