312. The council of commissioners shall set the school tax rate at the time of the adoption of the budget of the school board.

312. The council of commissioners shall set the school tax rate after the approval of the budget of the school board.
Where a school board has been authorized to incur expenses before the approval of its budget, it may, notwithstanding the first paragraph, set the school tax rate.

Where a school board has been authorized to incur expenses before the approval of its budget, the Minister shall determine the amount of the net expenditure for the purposes of section 308 and the school board may, notwithstanding the first paragraph, set the school tax rate.
