639. Any Minister of the Government and any company established under section 338 or 474 may draw up a memorandum of agreement allowing the transfer of public servants with permanent tenure of a department to such a company.
The memorandum shall preserve the accumulated days of sick leave and vacation of the public servants. It shall stipulate that the salary of a public servant who agrees to be transferred to such a company shall not be reduced for that fact alone.
Such a company shall employ every public servant contemplated in the memorandum who agrees to be transferred to the company.
The memorandum shall establish mechanisms for settling disagreements arising from its interpretation.
