Any elector registered on the list of electors for a polling subdivision may, if he finds that the name of a person has been entered on the list of electors for the same polling subdivision although he is not entitled thereto, go to a filing office to file an application to have the name of the person struck.
The elector shall declare under oath that, to his knowledge, the person whose name he is requesting to be struck is not entitled to be registered on the list of electors for that polling subdivision.
