17. Every person who obstructs an inspector conducting an inspection under sections 10 to 11.2 is liable to a fine of $200 to $1,000 in the case of a natural person and $400 to $2,000 in the case of a legal person.

17. Every person who obstructs an inspector in the performance of his duties under section 10 or 11 is liable to a fine of $200 to $1 000 in the case of a natural person and $400 to $2 000 in the case of a legal person.
