2123. At the time of payment, the client may withhold from the price of the contract an amount sufficient to pay the claims of the workmen, as well as those of the other persons who may enforce a legal hypothec on the immovable work and who have given him notice of their contract with the contractor, in relation to the work performed or the materials or services supplied after the notice was given.
The withholding is valid until such time as the contractor gives the client an acquittance of such claims.
The client may not exercise the right set out in the first paragraph if the contractor furnishes him with sufficient security to secure the claims.
