948. The arbitrators must decide according to the rules of law, unless by the submission they have been exempted from doing so, or have been empowered to act as mediators.
The award must be made by a majority of the arbitrators. It must in all cases give the reasons for the decision and be signed by each arbitrator; if one refuses to sign, the others must record such refusal and the award has the same effect as if it had been signed by all the arbitrators.
