Where the judge grants leave to appeal, he may, to guarantee execution of the judgment on the appeal, order that the appeal be heard on the condition that the appellant, except the Attorney General or the Director of Criminal and Penal Prosecutions, pay security in the amount and on the terms and conditions determined by the judge.
Where the judge refuses leave to appeal, he may award costs fixed by regulation against the appellant.
