105. A chief officer and all other officers and employees necessary for the carrying out of this act may be appointed to the Department under the Public Service Act (chapter F-3.1.1).
Each such officer(a) may at any reasonable hour of the day, enter any place where he has reason to believe that a motor vehicle may be and examine it and its accessories and ascertain whether or not it is in conformity with this act and the regulations made thereunder;
(b) may, without the consent of the owner, in the carrying out of his duties and for cause, take possession of, drive or store a motor vehicle.
