6.1. The provisions of this Act or of another Act, except those of the Act respecting elections and referendums in municipalities (chapter E-2.2), that apply only to municipalities having a population of 100,000 or more continue to apply to a municipality whose population falls below that threshold. Despite the first paragraph, a municipality ceases to be subject to the provisions that are applicable to it under the first paragraph when its population is both decreasing and below 100,000 inhabitants for five consecutive years. In such a case, the municipality must notify the Minister and the Minister of Public Security.
A municipality that, under the second paragraph, is no longer subject to those provisions becomes subject to them again if its population is again 100,000 inhabitants or more.
