In all cases, the court may use its discretion in awarding or withholding costs, or in ordering the complainant, the plaintiff or the defendant to pay their own costs or those of the opposite party, and, in certain cases, may award damages, not exceeding $25, when such damages shall appear to have been suffered by reason of the matters and things complained of.
