275. Every person who votes or induces or procures any person to vote at an election, knowing that he or such person is not entitled to vote thereat, shall be guilty of an unlawful act, and liable to a fine of $100, payable, with costs, to any person who sues therefor.
In any suit for the recovery of such fine, the burden of proof as to the right of such person to vote at the election shall be upon the defendant and not upon the person suing.
