171. When a poll is necessary, the returning officer shall give a public notice according to form 12; such notice shall be posted in the office of the municipality on nomination day and inserted in an English or French newspaper circulating in the municipality, within the three days following.
He shall also:(1) appoint, by a commission under his hand, according to form 13 or 16, as the case may be, a deputy returning officer and a poll clerk for each polling station; before acting, the persons so appointed shall take the oath of office according to form 14 or 17, as the case may be;
(2) deliver to each deputy returning officer on polling day or the day before, a ballot box and a poll book, an extract from the electoral list for the polling station where he is to act, a sufficient number of ballot papers, the required forms of oath, envelopes, gummed tape and the black lead pencils to mark ballot papers; such pencils shall be similar for all polling stations.
