64. When a railway passes a draw or swing-bridge over a navigable river, canal or stream, which requires to be opened for the purpose of navigation, the motor, car, carriage, or train shall in every case be brought to a full stop, and the conductor or other officer in charge thereof shall ascertain from the bridge-tender that the bridge is closed and in perfect order for passing.
In default of so stopping for the full period of one minute, the railway company shall, in addition to all other penalties, be subject to a fine of $400.
