83. When the recommendation provided for in section 82 has not been complied with to the satisfaction of the commission, within the fixed delay, the commission may, with the written consent of the victim, apply to the tribunal to obtain an injunction against the person in default.
The commission may also, with such consent, apply to the tribunal to claim, in favour of the victim, the indemnity which it recommended to be paid.
If the recommendation benefits a person for whom an investigation has been requested without his consent by virtue of the second paragraph of section 70, the tribunal shall, despite the Code of Civil Procedure and if the circumstances warrant it in the interest of such person, agree to hear the request without the consent of such person.
