75. The Public Protector or a regional student ombudsman shall transmit to the commission every complaint he receives that is within the sphere of investigation of the commission, unless the complainant objects thereto.
Any complaint transmitted to the commission is deemed to be received by the commission on the day it is filed with the Public Protector or a regional student ombudsman.
