190. A further function of the Commissioner is to monitor the progression of the language situation in Québec.

To that end, the Commissioner must, in particular,

(1)  monitor knowledge, learning and use of French by immigrants; and

(2)  identify the measures taken by the Government under section 88.14.

190. The quorum at meetings of the Conseil is the majority of the members.

Meetings shall be presided over by the chair, who shall have a casting vote in the event of a tie.

190. The chairman and the secretary shall be appointed for not more than five years and the other members for four years.

However, three of the first members other than the chairman shall be appointed for one year, three for two years, two for three years and two for four years.

The term of office of the members of the Conseil may be renewed.

The chairman and the secretary shall exercise their functions on a full-time basis.
