209. Penal proceedings for an offence under a provision of this Act may be instituted by a local municipality if an agreement has been entered into under section 132.

209. A prosecution under this Act may be brought by the Attorney General, by the Board or by a local municipality, where an agreement has been entered into under section 132, or by any person generally or specifically authorized by any of them in that behalf, or by any interested party. In the last case, section 204 does not apply.
