Every employer who, without reasonable cause, the proof of which lies on him, acts or fails to act, to delay or prevent the exercise of a worker’s right under this Act to return to work is guilty of an offence and liable to a fine of not less than $1,000 nor more than $5,000 in the case of a natural person and to a fine of not less than $2,000 nor more than $10,000 in all other cases.
