411. The Government may dismiss the president or a vice-president from his administrative office for loss of a qualification required by law for the holding of such office.

The Government may also remove them from administrative office if the Conseil de la justice administrative so recommends, after an inquiry conducted at the Minister’s request concerning a lapse pertaining only to administrative duties. The Conseil shall act in accordance with the provisions of sections 193 to 197 of the Act respecting administrative justice (chapter J-3), adapted as required; however, the formation of an inquiry committee is subject to the rules set out in section 400.

411. A commissioner may order a party to assume all or part of the expenses and allowances of the witnesses established according to the norms and amounts fixed by the president.

Where the Commission is not a party to the appeal and the commissioner amends the decision rendered by the Commission, the commissioner may, if he considers it appropriate, order the Commission to assume all or part of the costs and allowances of the witnesses.

411. A commissioner may award the expenses and allowances of witnesses according to the norms and amounts established by the president.

The commissioner may order the Commission or, if he considers the appeal frivolous, the appellant, to assume all or part of the cost of the expenses and allowances of witnesses.
