123. The Fonds d’indemnisation is a corporation within the meaning of the Civil Code and has the general powers of such a corporation and the special powers conferred upon it by this act.

Without limiting the generality of the foregoing, the Fonds d’indemnisation has the following powers:

(a)  to intervene in any action resulting from automobile accidents;

(b)  to transact or enter into a submission to arbitration with the claimants.
