81. A municipality may adopt a planning programme.
A municipal council which undertakes to prepare a planning programme must pass a resolution to that effect. The resolution must indicate the time within which the council intends to adopt its programme.
On the passing of the resolution, a copy of it shall be sent to the council of the regional county municipality and, for registration, to the Commission, together with a notice of the date of its passing.
In the case provided for in section III, a copy of the resolution, together with a notice of the date of its passing, shall also be sent to the Minister of Energy and Resources for the purposes of the cadastre and published in a newspaper circulated in the territory of the municipality.
Notice of the passing of the resolution shall be published in a newspaper circulated in the territory of the municipality.
