73. The Minister is responsible for assessing the state of land use planning in the territory of Québec.
The Minister shall measure, by means of national targets and indicators adopted by the Government, the progress made in that area.

73. No registration of any cadastral operation may be validly requested contrary to section 61.
Where a permit is required pursuant to section 65, no registration of any cadastral operation may be validly requested unless a certificate from the officer designated by the council of the regional county municipality is filed attesting that he has issued the required permit.
