4. The council of a regional county municipality which undertakes the preparation of a development plan must pass a resolution to that effect.
On the passing of the resolution, a copy of it shall be sent to every municipality whose territory is comprised in the territory of the regional county municipality, to every regional county municipality whose territory is adjacent to that of the regional county municipality, to the Minister and, for registration, to the Commission, together with a notice of the date of its passing.
A copy of the resolution, together with a notice of the date of its passing, shall also be sent to the Minister of Natural Resources for the purposes of the cadastre.
Notice of the passing of the resolution shall be published in a newspaper circulated in the territory of the regional county municipality.
