The other representatives are appointed by the municipal council from among its members.
The administrator of a municipality constituted under the Act respecting municipal organization of certain territories is also a member of the council of the regional county municipality but shall not be elected as warden.
Should the mayor refuse or be unable to act, the council of a municipality shall designate another of its members as representative, by a resolution passed by a two-thirds majority of the members of the council, a copy of which shall be sent to the regional county municipality.
